Osijek could be seeing in the future a new Hospital.
(Reported Original on Jutarnji list on February 8 2017.) "Osijek Hospital is in bad shape and construction of the new hospital is a need that arises. Patching and repair of old buildings that were built before 100 years and it's been a while and Croatia to the state to have to look for solutions, "stated Milan Kujundzic, Minister of Health, in an early recent visit, due to cold weather causing pipes to burst. This occurred in the “Institute of Ophthalmology building in Osijek hospital. “ It’s unfortunately the problem of Croatian Medicine, as many hospitals and health centers as buildings are in terms in poor condition. I can say as a minister that we urgently find funds to ensure the repair of the building and to return it to its prior condition to a normal job at the eye clinic.” The current hospital administration previously presented an idea to relocate and move to the Eurodom Business Center, but that is not practicable nor achievable for many to numerous of explanations such as “Lack of Square footage”, and the necessity for acquiring extra investment in modification of the building which should previously be bought for 100 million euros. The general public was totally unaware that the previous management of the hospital had launched an initiative to construct a new hospital in years past of spring of 2014. The ideal location at the time was the area near the district of JUG II, Between Bajera (Bayer), southern bypass and Agricultural institute. The location has around 17 hectares of city and state land. The mayor of Osijek Ivan Vrkić positively answered a letter of intent to the Hospital administration. He expressed readiness to the city of Osijek to leave their land for a new state hospital in exchange for some other state property. There is more to the story of what happen in May of 2014. “However it needs to be focused on the present situation. The conditions of the four locations in the old buildings are over 100 years old which do not meet basic hygiene, health standards, non-energy inefficient, and poor transportation links. These were some of the reason why it was best to suggested to build a New Hospital.” This was said by Saša Lamza former Health Management (A side note of cost of repairs and renovation to the present building would set a price of at least 500 million Kuna compared to a new hospital at approximately 300 million Euros.) “Osijek could get a modern hospital with 1,800 to 2,000 hospital beds, with all medical departments would be located together. Providing excellent conditions for patients (single and double rooms) staff, energy efficient savings, excellent road access, more parking spaces, and the development of health tourism…it’s important. And what part of the non-health within the facility management assumed by the private investor. As for the current hospital building, they could go either sell or lease” said Saša Lamza In other words, the hospital would be built and maintained by a private company, and the state would be paying the rent for 25 years, after which the Hospital would become property of the state. “It’s a good plan that we unfortunately can’t proceed on because of all the infrastructure projects needed in health care are going very slowly. Rijeka and Osijek are the priorities when it comes to a new hospitals, and I think that is Public/Private ownership is the best solution. Through-out Europe they are also being building all the new hospitals in this way. It’s important that the state would not have to borrow and construction would not go into public’s responsibility for repaying the debt. The new Hospital for Osijek fits into the master-plan connecting as a local hospital and I think the state should progress in that project. However all these projects should consolidate with tendering for potential investors, and the Ministry of Health to give full authority over their implementation” said Siniša Varga a former health minister.
